(1) The Municipal drains sha'l be so con- drains. structed, maintained and kept as to keep the drains free from public nuisance and shall from time to time be properly flushed, cleaned and emptied. (2) For the purpose of flushing, cleaning and emptying the said drains, the Commissioner may construct or set up such reservoirs, sluices, engines and other works, as he shall from time to time deem necessary.
