(1) The Commissioner may provide a Commissio- water-meter and attach the same to the service pipe ner to pro- jn premises connected with municipal water works, vide meters. (2) The expenses of providing and attaching a meter under sub-section (1) shall be paid initially out of the Municipal Fund and shall be reimbursable by the owner of the premises. Presumption
