(1) The Mayor is the head of the Corpora- of the Mayor tion and shall be responsible to the Corporation and he shall have full access to all the records of the Corporation and shall obtain reports fiom the Com missioner on any matter connected with the administration of the Corporation. (2) All correspondence between the Corporation and Government or other authority shall be con ducted by the Commissioner : Provided that no letter shall be sent to the Govern ment by the Commissioner without intimation to the Mayor, and on such intimation the Mayor may furnish his views, if any, to the Government.
