Certain payments not to be valid discharge.—No payment made, after publication of a notice under sub-section (5) of section 18, on account of any p amount due to the evacuee in respect of his property vested in the Committee 1 save' and except to the Committee or some person appointed by the Committee, 1 shall constitute a valid discharge of any liability in respect thereof.
