Conduct of business of the Committee.—The Committee may, with the approval of the State Government, make regulations for conducting its business and may act notwithstanding any vacancy in the office of any member other than that of the President : Provided that the quorum for a meeting of the Committee shall be two members, one of whom shall be the President.
