(1) The term s and conditions of recognition an d gran t- and of grant-in-aid to new Elementary Schools shall in-aid to new jje a g ja jj down by the State Board from time to tim e: schools. ' Provided that the State Government may direct the State Board to recognise any existing rule or set of rules adopted in any particular area by a local authority and such direction from the Government shall be binding on the State Board. (2) Subject to the provision of sub-section (1), the Regional Board concerned shall on the recommendation of the Deputy Inspector of Schools concerned, accord necessary recognition to such Elementary Schools as may fulfil the required conditions.
