(1) The fund shall be adm inistered by the Secretary of the S tate Board and the accounts shall be operated by him. (2) The State Board may constitute a Finance Committee with three members including the Secre tary of the State Board who shall be the Secretary of the Committee to advise the Executive Committee in such manner as may be laid down by the State Board.
