Th e] Secretary of the State Board shall be duties of the the Principal A dministrative Officer of the Board and Secretary . shall exercise such powers and perform such duties as may be required for carrying out the purposes of this Act. He shall also perform such oth er duties and exercise such other powers as may be prescribed, provided the Secretary shall be subject to control of the Executive Com mittee in respect of such matters as m ay be delegated to the Executive Committee by the State Board under section 14\2) of this Act. X 9 10 The Jo int I7 t The Joint Secretary of the State Board ' their^ower have the following powers and functions, » w and func* namely: *loas< . (a) to inspect and supervise the offices of the Secretaries of the Regional Board constitu- 01 ted under section 18(1) under his jurisdiction ; (b) to ensure proper observance by the Regional Boards of the rules and regulations and directions of th e State Government ; (c) to ensure proper observance by the Regional Boards of the rules and regulations and directions of the State Board ; (d) to hear appeals against the decisions of the Secretary of the Regional Board within his jurisdiction in the manner prescribed; (e) to take disciplinary actions against such employees of the State Board and in such matters as may be prescribed ; (f) to transfer employees of the State Board within his jurisdiction as prescribed.
