The State Board shall have the following func- Board. (a) to lay down principles for allocation of grants for carrying out the purposes of this Act, to the local authorities ; (&) to lay down procedure and conditions and to bold such tests as may be necessary for recruit ment of teachers of elem entary schools on such terms and conditions of service as may be prescribed ; (c) to lay down conditions for recognition, ex pansion and amalgamation of elem entary schools, and opening of elem entary schools ; and (d) to do any other act which the State Board considers necessary for carrying out the purposes of this Act fully and effectively.
