In the Assam Contingency Fund Act of Section 3. . - . • 1950, to Section 31 the following proviso Assam Act shall be added, namely:- IX vf 1950. ' \ ' ,L..,. , ;. __ iiit ASSAM oAiET.rt, EXTR.AOIU>INA&Y; NOV. 2J, 1980 391 - , I Reasons for the enactment Under articles 267 (2) and 283 (2) of the Constitution, the Assam Contingency Fund Act, 1950 was enacted pro- viding for the establishment of a Contingency Fund of the State of Assam and to provide for advances to be made out of it for the purposes of meeting unforeseen expenditure. Under Section 3 of that Act, as amended, the corpus of the Fund is Rs. 5 crores. Of this, Rs. 4 11 crores had been drawn upon till the end of March, 1980 and, therefore, the resi- duary balance has become totally insufficient: for meeting expenditure on unforeseen items especially those per- taining to law and order, rehabilitation of the people affected by disturbances, etc., and other post-budget commitments. To meet these, the Bill seeks to raise tem- porarily the corpus of the Fund to Rs. 15 crores until the 31st day of March, 1981.
