(a) With effect from the date of enforcement of the Scheme, the right, title and interest in the original holding of an owner shall be extinguished and he shall have the same right, title and interest in the new holding allotted to him. (b) Charge, lease, mortgage, right of Adhiar, right of tenant and other encumbrances, if any, in his old holding shall, as far as practicable, be transferred and attached to an area of the new holding which shall, as far as possible, be of the same market value as the area from which it has been transferred. Option of an allottee to get his new holding auctioned out.
