Power to m!llirn rules.-(1) The State Government may, by notification in the of-Iicial Gazette, make rules to carry out the purposes of this Act. (2) In particular and without prejudice to the generality of the foregoing power. such rules may provide for- (a) the terms and conditions of service of the certifying officers and the veterin ary officers appointed under this Act ; (b) the form a nd manner in which applications for certificates under section 5 shall be made ; (c) the fees payable for any certificate which may be issued under section 5 ancl the form of such certificates ; (d) the places in which cattle may be slaughtered in pursuance of this Act; (e) the conditions subject to which the slaughter of auy cattle may be permitted under section 13.
