In the principal Act, in section 19, in clause (a), the words "the officer or authority who may prepar~ and maintain the electoral roll under section 1 O" occurring after the word "and" shall be substituted by the words "the manner in which the electoral roll under section 10 shall be prepared, published and maintained by the Commission."
