(a) In the principal Act, in section 10, in of section 10. sub-section (3), for the words "The Govemmenf', 'the words "The Commission" shall be substituted. Amendment of section 12. Amendment of section 15. Amendment · of section 19. (b) In the principal Act, in section 10, after the existing sub-section (3), the following shall be· inserted as sub-section ( 4) thereto, namely :-- " (a) All powers relating to preparation of the electoral rolls in accordance with the provision of sub-section (I) for the conduct of elections to the General Council shall vest in the Commission."
