Power to m ake rules.—(1) The Government may make rules for carrying out the purposes of this Act. (2) In particular and without prejudice to the generality of the foregoing provisions, such rules may provide for all or any of the following matter, namely :—■ (а) The forms of application for loan, order of the sanctioning Authority, the bond, or any other instrument to be executed by the borrowers and notices and directions by the sanction ing Authority and other authorities. (б) The terms and conditions of the loans and fixation of instal ments. (c) The fixation of the rate of interest. (d) The extent, the manner of issue of loans and the procedure for realisation. (e) The form and manner in which accounts and registers are to be maintained. (y ) The manner in which the grant of extension of time for repay ment of the principal or interest may be granted. (g) The manner and machinery for investigation into applications for loans and into proper utilisation of the loan money. (A) The provision of audit and inspection, and maintenance of account and submissions of returns, etc., under section 10.
