(1) There shall be constituted in and for the State of Assam a University by the name of the Assam Agricultural University, which shall consist of a Chancellor, a Vice-Chancellor, a Board of Management and an Academic Council and other authorities and officers as set forth in this Act or as may be provided by the Statutes. (2) The University shall be a body corporate having perpetual succession and a common seal, and shall sue and be sued by the said name. (3) The University shall be competent to acquire and hold property both movable and immovable, to lease, sell or otherwise transfer any movable or immovable property which may have become vested in or have been acquired by it for the purpose of the University, and to borrow moneys and receive grants and donations from the Central Government, State Government or from anybody corporate approved by the State Government, to receive and accept grants and donations from any other source and to contract and do all other things necessary for the purposes of this Act. (4) The headquarters of the University shall be at Jorhat with such arrangement as may be necessary for the development of the constituent colleges including provision for research and dissemination of the results of research to extension programme. Jurisdiction. 4.(1) With respect to teaching at the University or College level, research and extension education programmes in field of Agriculture in the jurisdiction and responsibility for this University shall extend to the entire State of Assam. (2) The University may assume responsibility for the maintenance of Gram Sevak Training Centres and for the programme of training of field extension workers therein and for the establishment, development and operation of Agricultural Polytechnics as may be required in various parts of the State. (3) All Colleges, research and experimental Stations or other institutions coming under the jurisdiction and authority of this University shall come in as constituent units of the University under the full management and control of the University Officers and authorities.
