(1) The Governor of the State of Assam shall by virtue of his office be the Chancellor of the university. (2) The Chancellor shall be the Head of the University and shall, when present, preside at any convocation of the University. (3) Every proposal to confer an honorary degree shall be subject to the confirmation of the Chancellor.
