(1) The Governor of the State of Assam shall by virtue of his office be the Chancellor oi the University. (2) The Chancellor shall be the Head of the Univer a sity and shall, when present, preside at any con vocation of the University. (3) Every proposal to confer an honorary degree shall be subject to the confirmation of the Chancellor.
