(1) The Academic Council shall be incharge of the academic affairs of the University and shall, sub­ ject to the provision of the Act and the Statutes, superintend, direct and control and be responsible for the maintenance of standards of instructions, education and examinations and other matters connected with the conferment of degrees or award of diplomas, certificate and shall exercise such other powers and perform such other duties as may be conferred or imposed on it by the Statutes. It shall advise the Vice-Chancellor on all academic matters. 4 7 (2) The Academic Council shall consist of the following members, namely: — (a) The Vice-Chancellor, Ex-officio Chairman, (b) The Deans of the various faculties, (c) The Director of Research, (d) The Director of Extension, (e) The Director of Student Affairs. (f) The head of one department from each college to be selected by the respective col­ leges in the manner prescribed, (g) The Registrar—Ex-officio Secretary, (h) The Director of Colleges of Basic Science and Humanities, (i) The Chief Librarian, (j) The Dean of Post-Graduate Studies, and (k) Such other members as may be prescribed. (l) Two members (shall be co-opted by the Academic Council to secure adequate re­ presentation of different fields of agriculture. Powers 13.(1) The Academic Council shall, subject to the Functions provision of this Act and the Statutes have the power and by regulations of prescribing all courses of study and duties of the determining curricula, and shall have general control Gounc™.'C o n teaching a n d other educational programmes within the University and shall be responsible for the maintenance of standards thereof. (2) It shall have powers to make regulations consistent with this Act and the Statutes relating to all academic matters subject to its control and to amend or repeal such ' regulations. 4 THE ASSAM GAZETTE, EXTRAORDINARY, JAN. 2, 1969 11 (3) In particular, and without prejudice to the generality of the foregoing power, the Academic ' Council shall have power— (a) to advise the Board on all academic matters including the control and ma­ nagement of libraries, (b) to make recommendations for the institu­ tions of professorships, associated professor­ ships, readerships, teacherships, teaching assistantship and other teaching posts including posts in reseach and exten­ sion and in regard to the duties thereof, (c) to formulate, modify or revise schemes for the constitution or reconstitution of departments of teaching, research and extension education, (d) to make regulations regarding the admis­ sion of students to the University and determine the number of students to be admitted, (e) to make regulations relating to the courses of study leading to degrees, di­ plomas and certificates, (f) to make regulations relating to the conduct of examinations and to maintain and promote standards, (g) to make recommendations regarding Post- Graduate teaching, research and exten- • sion education, (h) to make recommendations regarding the qualifications to be prescribed for teachers in the University, and (i) to exercise such other powers and perform such other duties as may be- conferred or imposed on it by or under the provision of this Act. The Facul- 14.(1) The University shall have such faculties as ties« may be prescribed. (2) Each faculty shall comprise such depart­ ments with such assignments of subjects of study as may be prescribed. (5) The Dean shall be Chairman of the Faculty and be responsible for the faithful observance of the Statutes and regulations relating to the faculty and for the organisation and conduct of the teaching research and extension work of the departments comprised therein. In carrying out the research and extension programmes he shall work in close co-opera­ tion with the Directors or Associate Directors of Research and Extension respectively. • (6) Each department shall have a Head whose appointment, powers and duties shall be as prescribed and who shall be responsible to the Dean for the proper organisation and working of the department. He shall be responsible to the Directors or Associate Directors of Research and Extension respec­ tively for the research and extension programmes entrusted to his department. Constitution
