Establishment of University : (1) There shall be established a University by the name of 'Venkateshwera Open University"; (2) The headquarter;f the University shall be at ltanagar and it may establish or maintain colleges, Regional Centres and Study Centres as such in other places in lndia and outside lndia as it may deem fit.
