(I} The annual accounts and balance-sheet of the University shall be prepared under the directions of the Executive Council and shall once, at least every year and at intervals of not more than fifteen months be audited by the *[Director of Accounts or by any authority]. (3) The decision of the Tribunal shall be final and shall not be questioned in any Court cf law. (4) No suit or proceeding shall lie in any Court of law in respect of any matter which is required by subsection (2) to be referred to the Tribunal. (5) The Tribunal shall have power to regulate its own procedure.
