(1) The Vice-Chancellor shall be ex-officio Chairman of the Court, the Executive Council, the Academic Council, the Planning Board and the Finance Committee and shall in the absence of the Chancellor preside at the Convocations of the University held for conferring degrees. The Vice-Chancellor shall be entitled to be present at, and to address, any meeting of any authority or other body of the University, but shall not be entitled to vote there at unless he is a member of such authority or body. (2) It shall be the duty of the Vice-Chancellor to see that this Act, these Statutes, the Ordinances and Regulations are duly observed and he shall have all powers necessary to ensure such observance. (3) The Vice-Chancellor shall exercise general control over the affairs of the University shall stand vested in the Vice-Chancellor. (4) All powers relating to the proper maintenance and discipline in the University shall stand vested in the Vice-Chancellor. (5) The Vice-Chancellor shall be empowered to grant leave to any officer of the University other than the Chancellor and the Vice-Chancellor in accordance with such rules as may be prescribed and to make necessary arrangements for discharge of the functions of such officers during such absence. (6) The Vice-Chancellor shall grant leave of absence to any employee of the University in accordance with the rules framed and he may if he so desires delegate this power in relation to non-teaching staff to another officer, of the University. (7) The Vice-Chancellor shall have the power to convene or cause to be convened the meeting of the Court, the Executive Council, the Academic Council, the Planning Board and the Finance Committee.
