Constitution of the Council: (1) The Government may by notification, constitute, with effect from such date as may be specified therein, a Council to be called the Arunachal Pradesh State Higher Education Council. (2) The Council shall be a body corporate by the name aforesaid, having perpetual succession and a commo~ seal and shall by the said name sue and be sued.
