This Act shall not apply to- (1) the Central Government; or (2) any public sector undertaking of the Central Government ; or any other institution owned or controlled or financed directly by the Central Government. provided that if any case involving person or persons belonging to these categories comes up before the State Commission, the State Commission will have the powers to refer the matter to the National Commission of Women with its findings and recommendation thereto. Application of other laws not barred.
