The Chairman shall have the administrative and financial powers of the Commissioner to the Govemment and the Secretary shall have the admin- istrative and financial powers of the Head of Office. Provided that the Government may make such further administrative and financialdelegation to the Chairman as may be required in the interest of confidentiality of the examination process.
