(1) If any difficulty arises in giving effect to the provisions of this Act in their application to any area, the State Govenunent may, by order make such provisions or give such directions not inccnsistent with the provisions of this Act as appears to the State Government to be necessary or expedient ;:~r removing the difficulty.
