Any member of the statutory bodies as envisaged In this Act or person empowered by the Government in this behatfshall have the nght to enter at any reasonable time, with such assistance as he considers necessary upon any land declared as drinking water catchment area including the extent thereof, to inspect and verifr the activities, if any, or in connection with any function underthisActor rules made thereunderand every person claiming to be he owner, occupier or otheMise of the land shall be bound to render all assisEnce and f he fails to do or if he willfully delays or obstruct such memberor person he shall be guilty ofan ofience under thisAct.
