(1) A person shall not be qualified to be chosen to fill a seat in a constituency of a Gram Panchayat, [***] and Zilla Parishad, unless: (a) his or her name appears as an elector in the electoral roll of concerned constituency of a Gram Panchayat, [***] and Zilla Parishad : (b} he or she has completed 21 years of age on the date of submission of nomination at an election.
