(1) The electoral roll for each shall be prepared by the Electoral Officer in the prescribed manner with to the qualifying date and shall come into force immediately upon its final publication in accordance with the rules made under this Act. (2) the said electoral roll may, if necessary, be divided into convenient parts which shall be numbered consecutively. (3) The said electoral roll shall, unless otherwise directed by the State Government for reasons to be recorded in writing, be revised in the prescribed manner with reference to the qualifying date; (i) before each Election of the members of a Gram Panchayat, [* * *] or Zilla Parishacl and (ii) in any year, in the prescribed manner, with reference to a qualifying date, if such constituency. Conditions of registration. Meaning of ordinarily resident Preparation, revision and correction of electoral rolls revision has been directed by the prescribed authority. ( 4) Notwithstanding, anything contained in sub-section (3), the prescribed authority may at any time for reasons to be recorded, direct a special revision or me electoral rolls for any· Gram Panchayat, in such manner as it may think fit : provided that subject to the other provisions of this Act, the electoral roll for the Gram Panchayat, as in force at the time of the issue of any such direction, shall continue to be in force until the completion of the special revision so directed.
