Leave etc. to Commissioner: On the recommendations of the Mayor, leave (except casual leave) may be granted, to the Commissioner by the Government and the casual leave shall be granted by the Mayor, and whenever the Commissioner is on leave, or is on training, another officer may be appointed by the Government in his place.
