Delimitation of wards : For the purposes of election of Councillors the Deputy Commissioner shall, in accordance with such rules as may be prescribed by the State Government,- (a) divide the municipal area into wards in such a manner that,- (i) one Councillor shall be elected from each ward ; and (ii) as far as possible the population in each ward shall be equally distributed : Provided that the population in each ward shall not be less than 5000 and the number of total seats to be filled by direct election shall not exceed twenty five; (b) Determine the territorial extent of each ward ; and (c) Determine the ward or wards in which seats are reserved under this Act.
