Functions of Corporation to be entrusted by the Government: (1) Without prejudice to the generality of the provision of sub-section (1) of section 58, the State Government shall by notification endow the Corporation with such powers and authority as may be necessary from time to time to enable it to function as institution of Local Self Government, subject to such conditions as may be specified therein, with regard to,- (a) the preparation of plans for economic development and social justice ; (b) the performance of functions and implementation of schemes which may be entrusted to it including the functions in respect of the following matters, namely :- (i) urban planning including town planning; (ii) regulation of land-use and construction of buildings ; (iii) planning for economic and social development; (iv) roads and bridges; (v) water supply for domestic, industrial and commercial purposes; (vi) public health, sanitation, conservancy and solid waste management; (vii) fire services; (viii) urban forestry, protection of the environment and promotion of ecological aspects ; (ix) safeguarding the interests of weaker sections of the society, including the handicapped and mentally retarded; (x) slum improvement and upgradation; (xi) urban poverty alleviation; (xii) provision of urban amenities and facilities such as parks, gardens and play grounds; (xiii) promotion of cultural, educational and aesthetic aspects; (xiv) burials and burial grounds, cremations and cremation grounds and electric crematoriums. (xv) cattle ponds, prevention of cruelty to animals ; (xvi) vital statistics including registration of births and deaths; 22 TheArunachal Pradesh Extraordinary Gazette, October 1, 2019 (xvii) amenities including street lighting, parking lots, bus stops and public conveniences; (xviii) regulation of slaughter houses and tanneries: Provided that the notification regarding the devolution of powers under this . sub-section shall be issued within three months from the date of the commencement of this Act, in the first instance. (2) Nothing contained in this section shall be construed to divest the Corporation of various powers and functions vested in it under various provisions of this Act, rules, bye-laws made thereunder.
