Power to make new public streets : The Commissioner may, at any time with the previous sanction of the Corporation- ( a) lay out and make new public streets; (b) construct bridges and sub-ways; (c) turn or divert, any existing public streets; (d) lay down and determine the position and direction of a street or streets in any part of the municipal area notwithstanding that no proposal for the erection of any building in the vicinity has been received.
