Powers of Commissioner to require owner to carry out certain works for satisfactory drainage : For the purpose of efficient drainage of any premises the Commissioner may be notice in writing - (a) require any courtyard, alley or passage between two or more buildings to be paved by the owner of owners of such buildings with such materials and in a such manner as may be approved by the Commissioner; and {b) require such paving to be kept in proper repair.
