Control of drains and sewage disposal works: (1) All Corporation drains, all sewage disposal works and works, materials and things appertaining thereto, shall be under the control of the Commissioner. (2) The Commissioner shall maintain and keep in repair all municipal drains and sewage disposal works and when authorised by the Corporation in this behalf, shall construct as may new drains and sewage disposal works as may from time to time be necessary for effectual drainage and sewage disposal.
