(1) The Chief Councillor shall preside at every meeting of the Municipality: Provided that when a meeting is held to consider a motion for the removal of the Chief Councillor, the Chief Councillor shall not preside at such meeting. (2) The Chief Councillor, or the person presiding over a meeting of the Municipality, shall also Lave' and may exercise, a casting vote in all cases of equality of votes.
