Subject to the provisions of the Indian Telegraph Act1885 (13 of 1885), the Indian Electricity Act, 1910 (9 of1910) and such other laws as may be notified by testate Government for the purposes of this section, the State Government may, by rules provide for the following namely:- (a) the sanction by the Municipality of specific rights of way in the sub-soil of public and private streets in any municipal area for different public utilities including electric supply, telephone or other telecommunication facilities, gas pipe, water supply, drainage and sewerage, and underground rail system, pedestrian sub-ways, shopping plazas, warehousing facilities and apparatus and appurtenances related thereto provided by testate Government or any statutory body or any licensee under any of the above mentioned Acts or other laws, (b) the levy of any fee or charge under any of the Acts or other laws as foresaid, (c) the furnishing to the Municipality of maps, drawings and statements which shall enable it to compile and maintain precise records of the Naming and numbering of streets. Rights of way for Underground utilities. placement of the underground utilities in the municipal area, (d) the fixing of time limit for execution of work and imposing of such conditions in this respect as the Municipality may consider appropriate and (e) The imposing of penalty in case of delay in the completion of work.
