(1) The Chief Municipal Executive Officer/ Municipal Executive Officer' or any other agency authorized by him in this behalf, or any person appointed by tire State Government in this behalf' may' for the purpose of inspecting or repairing or executing any work in, upon or in connection with, any waterworks at all reasonable times,- (a) enter upon' and pass through' any land within or outside the municipal area, adjacent to, or in the vicinity of such waterworks' in whomsoever such land all may vest, and (b) convey into and through any such land all necessary materials' tools and implements. (2) In the exercise of any power conferred by section, this as little damage as possible may be done, and compensation for any damage which may be done in the exercise of any such power shall be paid by the Chief Municipal Executive Officer/Municipal Executive Officer or any agency authorized by him in this behalf, or, if the person so appointed by the State Government has caused the damage, by the State Government.
