Without the permission, in writing, of the Chief Municipal Executive Officer/ Municipal Executive Officer, no person shall, for any purpose whatsoever, at any time, make, or cause to be made any connection or communication with any waterworks or mains or drains constructed or maintained or by, vested in, the Municipality.
