The Municipality may, - (a) by regulations, specify the terms and conditions for- Power in relation to water-supply. Power to turn off supply of water to premises. Power to provide water meters and recover charges. i. provision of water meters' either by itself or through an agent of by the owner or the occupier of any land or building, and ii. recovery of charges for supply of such water as recorded by water meters' and (b) take necessary steps for detection and elimination of any fraud in respect of such water meters.
