No court inferior to that of a Magistrate of the first class shall take cognizance ol any otfence punishable under this Act or rule or Bye-laws made thereunder except on a mmpliant made by the Managing Director ol the Board or by the Secretary of the Committee or, by any other person duly authorized by the Board or the Committee in this behalf.
