Whenever it is tound that any amount due to the Board or a committee is irrecoverable or should be remitted, or whenever any loss of the Board's or a committee's money or stores or other properties occurthrough fraud or negligence of any person for any other cause and 109 such property or money is lound to be inecoverable, the facts shall be reported to the Board or the committee, as the case may be, and the board, with the approval of the State Government, and the committee, with the approval of the board, may order the amount or value ol the property to be written off as loss irrecoverable or remitted, as the case may be Provided that in case of a committee, if in any case the amount due or the value of such property is in excess of five thousand rupees, such order shall not take effect without the approval of the State Government. 63 Any sum due to the Board or the Committee from any person on account of any charges, costs, expenses, fees, rent and any olher account under the provisions of this Act or any rules or bye-laws made thereunder shall be recoverable as arrear of land revenue
