The Act to have overriding cffect : The provisions of this Act and the rules, Statutes, Ordinances made thereunder shall have effect notwithstanding anything to the contrary contained in any other law; for the time being in force, relating to the matters in respect of which the State Legislature has exclusive powerto make laws.
