Compounding of offences : (1) The State Authority by a general or special order in this behalf and for reasons to be recorded in writing, either before or after the institution of the proceedings, may compound an offence made punishable by or under this Act. Provided that no offence shall be compounded which is committed by a failure to comply with a notice, order or requisition issued by on behalf of the Authority unless and until the same has been complied with so far as the same is possible. (2) When an offence has been compounded, the offender, if in custody, shall be discharged and no further proceeding shall be taken against him in respect of the offence so compounded.
