Provision of meals and refreshments:- The State Government shall endeavour to provide mid-day meals and other refreshments as may be deemed 1K·eessar:,' for pupils in .utcudancc at rccugnizeLl educational institutions. The State Government may make provisions by rules as to the manner in which and the persons by whom the expense of providing such meals or refreshments is to be defrayed, as to the facilities to be afforded and the sen ices to be rendered by the Governing Council with respect to the provisions of such meals or refreshments and as to such other consequential matters.
