Power to remove difficulties : lf any difficulty arises in giving effect to the provisions of this Act, the State Government, as and when the occasion arises, may by an order published in theArunachal Pradesh Gazette, make such provisions or give such directions not inconsistent with the provisions of this Act, as may appear to it to be necessary or expedient for the purpose of removing the difficulty. 21 . Power to make rules : The Government may, by notification, make rules to carry out the provisions of this Act; All rules made under this Act shall, as soon as, may be it is made, be laid before the State legislature when it is in session.
