In case if there is any contradictory provisions in this Act, the State Government may, by ordinary or special order, subject to such terms and conditions as are reasonable and necessary or without such conditions, exempt an institution or class of institutions, partially or fully from the preview of this Act. However, the reasons must be recorded while granting such exemption in the order itself.
