No permission shall be granted to up-grade a higher secondary No permission school into an institution of higher learning. However, with the prior approval for up-gradation. of the Secretary (Education), within the same premises an institution of higher learning may be started, if the Educational Agency ensures all infrastructural facilities exclusively to start an institution of higher learning, as required under this Act.
