Power of arrest : A certificate debtor may be arrested in execution of a certificate at any hour and on any day, except as provided in Section 47,and when so arrested,shall,as soon as practicable,be brought before the Certificate Officer ; and his detention may be in the civil prison of the district in which the Certificate Officer ordering the detention exercise jurisdiction, or, where such civil prison does not afford suitable accommodation, in any other place which the State Government may appoint for the detention of persons ordered by the Civil Courts of such district to be detained : Provided that, if the certificate debtor pays the amount entered in the warrant of arrest as due under the certificate, and the cost of the arrest, to the officer arresting him, such officer shall at once release him.
