the [State]1 Government may, notwithstanding the infliction of any punishment under this Regulation, direct that in such forest or any specified portion thereof, the exercise of all or any of the rights of pasture or to forest produce shall be extinguished, or for such period as it thinks fit be suspended and, with respect to the practice of Jhum cultivation, may take such action under section 10, sub-section (4), as may seem to it to be proper.
